Reason this build is treated as GPLv3:
  The bundled executable reports --enable-gpl and --enable-version3, and the
  gyan.dev build page states that all normal Windows builds are static and
  licensed as GPLv3.

How RiftRec uses FFmpeg:
  RiftRec invokes FFmpeg and FFprobe as separate executable tools. RiftRec does
  not statically link FFmpeg libraries into RiftRec application code.

  corresponding FFmpeg source and license notices even if third-party links
  change later.
